Difficulty with putting one colour on top of another is more likely to be the fault of the paper than the pastel. If the paper has a lot of tooth then each layer is bright on top of the last. Textured, sanded pastel papers will hold over 30 layers of pastel. Pastelmat paper holds just as many layers but feels much smoother.
